podtolerationrestriction does not encompass all the use cases of
podnodeselector, in a case where not all nodes are tainted, then
podtolerationrestriction can not ensure pods are scheduled on the
specific set of nodes.
We have been using redirections in many pages when referencing the API
docs generated. Since the relocation of the generated files, this is
becoming difficult to maintain. This PR redirects all such links to the
generated artifacts so we can easily detect missing links if any.

specifically, if the individuals listed in these leaf-node OWNERS
files issue an `/lgtm` comment on documents, it will no longer be taken
as an approver lgtm override that will merge the documents. This
preserves them in being chosen for reviews to the documents, and still
supports them using `/lgtm` to indicate technical accuracy.

With kubernetes/kubernetes#58367 merged, v1.10 will not use the
"require-kubeconfig" flag. The flag has become a no-op solely to ensure
existing deployments won't break.
