I'm updating this after having read https://github.com/spiffxp/community/blob/0b27ee08362b4bb3cb467145705aae9fa0450bea/contributors/devel/owners.md, and it seems that what we have listed as "reviewers" is more appropriate for "approvers" - and there's probably folks who should be on the set of reviewers that we don't have listed there...

Qiming Teng 48ac1e6704 Drop contents related to PetSet 
PetSet is a *very* old term that dates back to v1.4. We should not
continue evangelize such a concept where there is no trace in code base
today.
